## Eligibility

Rules are applied only to their stated venue, space, activity, people and effective dates. Stale or conflicting critical facts produce unknown or conditional outcomes.

## Cost

All AUD values are integer minor units. Credited deposits do not increase final spend; refundable security bonds are separate. Unknown mandatory fees make total_minor null.

## Rights

A fact is emitted only when its publication state, data class and active rights permit that representation. Fetchability alone is not redistribution permission.
